Japanese beetle (Popillia japonica) may no longer be in flight, but that does not mean eradication efforts stop during the winter. Japanese beetle larvae remain in the soil over winter. Soil is a regulated article year-around, and best management practices are still recommended to prevent the accidental spread of larvae. Movement certificates are required to move soil outside of the Regulated Area and can be obtained from the CFIA: 604-292-5742 or by email.

For more details on the movement of soil, regulated articles and other movement controls, refer to the CFIA’s Guidance for the movement of plants, plant parts and soil leaving the Japanese beetle regulated area in Vancouver, British Columbia.
